In an inspiring step, the Dubai International Financial Centre (DIFC) Courts announced the launch of new services that enhance the effectiveness of digital justice in the UAE: the Mediation Service Centre and the Notary service powered by blockchain technology.
This initiative follows the issuance of Dubai Law No. (2) of 2025 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, which laid the legislative foundation for launching these services.
Mediation Centre – A Smart and Efficient Alternative to Litigation
The Mediation Centre serves as an effective and seamless alternative to traditional litigation. Through it, parties can:
- Select a mediator of their choice
- Agree on fees and terms in advance
- Hold sessions online through the new AI-powered court management system, or attend in person at the courts’ premises
The Chief Justice affirmed that the Mediation Centre and the Notary service contribute to expanding the range of legal services and provide more fair and convenient options for individuals and institutions.
Notary Service – The First of Its Kind in the UAE with Advanced Technology
The Notary service is the first of its kind in the UAE to notarize English-language documents using blockchain technology. The service offers three options to suit everyone:
- Automated self-service platform
- Remote (virtual) notarization system
- In-person notarization at the premises
Users can also choose to verify their identity through advanced digital verification systems that ensure the reliability of procedures.
Every notarized document will receive either a digital or physical seal, supported by advanced encryption methods and blockchain technology that record the notarization process in real time.
The content is also converted into Verifiable Credentials (VCs) to ensure data integrity and continuity.
Full privacy is maintained through advanced encryption and privacy-preservation protocols.
The Director of DIFC Courts explained that these services aim to enhance trust and transparency in the region’s first English-language legal system and to support business growth in Dubai.
Importance and Future Impact of This Step
- Technological Leadership: Moving toward digital judicial transformation with blockchain represents a qualitative leap.
- Improved Access to Justice: Mediation and e-notarization options make legal procedures more flexible and efficient.
- Strengthening Trust: Particularly for international businesses and investors who prefer documents protected by advanced technology.
- Robust Legal Framework: Aligned with Dubai’s Smart and Economic D33 Strategy, ensuring a transparent and effective legal environment.
With this step, the DIFC Courts have moved closer to establishing a digitally advanced legal community that combines technology with humanity in the service of justice.
