In a new move that reflects the proactive vision of the Government of Dubai to enhance quality of life and family stability, both the Dubai Land Department and the Department of Economy and Tourism in Dubai announced the launch of the First Home Ownership program — one of the key initiatives aimed at enabling a broader segment of citizens and residents to enter the property ownership market in the emirate.

The program aims to make homeownership more accessible and easier through a set of financial and commercial facilitations, including:

  • Priority access to newly launched projects from the planning stage.
  • Preferential prices on residential units valued up to AED 5 million.
  • Custom-designed mortgage solutions for eligible buyers.

This initiative stands as a clear example of the importance of public-private sector collaboration, with the participation of top developers such as Azizi Developments, Beyond Properties, Binghatti Holding, DAMAC Properties, Danube Properties, Dubai Properties, Ellington Properties, Emaar Properties, Majid Al Futtaim Group, Meraas, Nakheel, Palma Holding, and Wasl. In addition, major banks such as Commercial Bank of Dubai, Dubai Islamic Bank, Emirates NBD, Emirates Islamic Bank, and Mashreq Bank have also joined, offering tailored mortgage solutions — enhancing the chances of the program’s success and reach.

The program is available to residents of all nationalities aged 18 and above, provided that they do not currently own any freehold property in Dubai, thus opening the door for new segments to enter the ownership market for the first time.

This move reflects Dubai’s dedication to strengthening social stability and achieving its vision of being the best city to live and work in. It also demonstrates the maturity of the local real estate market and its shift toward adopting innovative solutions that meet the aspirations of individuals from various backgrounds and income levels.

In short, “First Home Ownership” is not just a real estate initiative — it is a transformational shift in the concept of property ownership in Dubai and a strong step toward balancing economic development with the provision of fair and dignified living opportunities.
