The Abu Dhabi Global Market (ADGM) has introduced a new set of rules under its Data Protection Regulations 2021, designed to strengthen the protection of sensitive personal information while maintaining a practical balance with public interest.

The Data Protection Regulations (Substantial Public Interest Conditions) Rules 2025 provide a clearer legal framework for organisations to process personal data responsibly, particularly in sectors like insurance and education where handling sensitive information is routine.

  • Insurance Use: Organisations can process sensitive personal data for insurance-related purposes if doing so benefits the broader public.
  • Clear Definitions: Terms such as “insurance contract” and “insurance purpose” have been clearly defined to ensure consistency and prevent misuse.
  • Protection for At-Risk Individuals: The rules include guidelines on when children or adults may be considered “at risk” and how their personal data should be handled to protect their safety and wellbeing.
