PayPal Launches Regional HQ in Dubai

Dubai, United Arab Emirates, April 23, 2025 – PayPal, the global digital commerce platform, announced today the opening of a new regional center in Dubai, marking its first regional headquarters in the Middle East and Africa. PayPal’s presence in Dubai Internet City underscores the company’s commitment to its customers and partners in the region, and supports its vision to empower millions of consumers and businesses to access the global digital economy.

PayPal’s expansion in the region will provide global commerce capabilities, including seamless payments, high security, and broader access to international payment networks, to help both large and small businesses sell across borders.

Speaking today at the Dubai AI Festival 2025, Susan Kereere, President of Global Markets at PayPal, said: “PayPal is uniquely positioned to connect consumers and businesses with cross-border commerce, driving growth in local economies. This move follows a series of major deals and partnerships PayPal has signed with merchants and partners in the region over recent months.
